WGXC 90.7-FM: Hands-on Radio is a creative community radio station serving Greene and Columbia counties in New York’s Hudson Valley. WGXC launched its FM signal February 2011, and transmits 3,300 watts to 78,000 potential listeners in the two counties, and southern Albany County. WGXC is a creative community media project, re-envisioning radio as an innovative platform for local participation with special exhibitions and events, media training for our community’s youth and adults, a news blog, and a community calendar of events. WGXC operates out of studios in Hudson, Catskill, and Acra, and is a program of the nonprofit arts organization free103point9, whose mission is to define and cultivate Transmission Arts: creative and experimental use of airwaves.
In addition to managing WGXC’s most active studio location, the Hudson Studio Manager is a leadership position that will play a major role in the day-to-day operations of the station-at-large. The Hudson Studio Manager works closely with a small passionate staff. The position will include the following responsibilities:
Operations
· Oversee the day-to-day operations at WGXC’s Hudson Studio
· Manage WGXC communication and contacts
· Work with Council Coordinator to prepare council agendas
· Manage FCC filings, compliance, and Public File
· Manage WGXC reporting calendar, and budget working with staff to ensure compliance
· Ensure station policies are followed; manage proposed revisions to the policy handbook
· Coordinate weekly staff meeting
Fundraising
· Coordinate two annual pledge drives, with staff participation and support
· Assist Executive Director with development work
· Manage station memberships and merch sales
Volunteers
· Organize monthly volunteer meetings & orientations
· Maintain current volunteer information
· Connect volunteers with appropriate committees and events
· Track required programmer volunteer hours
Programming
· Assist programmers who visit the Hudson studio and need support
· Serve as emergency Day Contact on specified days
Qualified candidates will have experience in community media. Training in radio, non-profit organizational management, strong writing skills, and enthusiasm for experimental media art is desirable. Candidates must be highly organized, energetic, passionate about community and creative radio, and able to work well with a diverse range of personalities and perspectives.

The Pacifica Radio Archives is looking to hire a regular full time Archivist who will oversee the preservation and cataloging activities of a collection of 55, 000 reel-to-reel tapes.
Responsibilities include cataloging current archival holdings. Performing in-house preservation tasks including, but not limited to re-boxing and re-spooling tapes, preservation transfers, and creating derivatives from master tapes.
Required: ALA-accredited M.L.I.S. degree or a related M.A. with a specialization in audiovisual preservation with at least two years archival experience.
Preferred: Experience handling a variety of audio formats, especially ¼” reel-to-reel analog audio tape, in an archival context, experience with cataloging, including file-naming conventions; demonstrated grant writing experience; familiarity with the PBCore metadata standard; experience with word-processing and database systems (Word, Excel, etc.); Demonstrated interpersonal skills and the ability to work both as part of a small team and independently.

WGXC is working with Japanther and RPI’s EMPAC for a live broadcast on WGXC 90.7-FM at 8 p.m. this Friday, Dec. 2. Japanther’s performance is commissioned in conjunction with “Quote Unquote: Experiments in Time-Based Text,” an interdisciplinary series presenting work by artists that use an existing text as a departure point for installation, film, and performance. For this new performance, music, video, and performance draw parallel lines between the three industrial archetypes, with Japanther and collaborators utilizing fragments of their environment to envision a utopian creative endgame.
The Japanther performance at EMPAC will be broadcast at 8 p.m. if technology allows, on 90.7-FM. At 9:30 p.m., “Hotline Radio” comes on 90.7-FM, and the Japanther performance, if still going on, will be available on a webstream, at http://comm.free103point9.org:8000/troy.mp3.m3u.
Japanther is an art project established circa 2001 by Ian Vanek and Matt Reilly in Brooklyn, New York. In addition to wild interactive live showings in unconventional settings, the duo has collaborated with Dan Graham, Gelitin, Eileen Myles, ninjasonik, and Spank Rock, among others. Japanther was featured in the 2006 Whitney Biennial as part of Don’t Trust Anyone Over Thirty and the 2011 Venice Biennial as part of Gelitin’s Some Like It Hot performance. The duo has made a name for themselves through unique performance situations including shows with synchronized swimmers, oversized puppets, from out of the back of a moving truck, alongside giant dinosaurs, and with BMXers flying off the walls of the Whitney sculpture garden.
WGXC’s parent organization, free103point9, has a long history with Japanther, collaborating on several projects. Japanther contributed tracks to two of free103point9′s “Radio Action” CD compilations, and free103point9 also released a CD of a live performance at free103point9′s Brooklyn location in 2003.

The Greene County League of Women Voters and WGXC are co-sponsoring Candidate Forums this election season in Cairo, Coxsackie, and Catskill. Turn out in person or tune in to 90.7-FM to hear local candidates discuss their views on the issues. Come out to the candidate forums to write down a question for the candidates, or listen at home live, or later to the archived recording at wgxc.org. The forums, administered by the League of Women Voters, will be:

Lissa Harris in The Watershed Post reports that the Home Energy Assistance Program (HEAP), a federal program that one in five New York State households rely on to help pay their winter heating bills, is facing drastic cuts. New York State officials have already announced that, “the program would be cutting benefits, delaying the start date of the program from November 1 to November 16, and cutting almost two months off the end of the season, meaning that heating aid will be available only until mid-March, when snow is still on the ground in much of upstate New York,” Harris writes in an exhaustive investigation. The Times Herald-Record reports, she relays, that President Barack Obama’s proposed 2012 budget reduces funding from $5.1 billion to $2.57 billion. “Current residential heating oil prices average $3.86 per gallon for the state, up from $3.10 the first week of October 2010, according to an Energy Information Administration,” Harris reports. “Current residential propane prices in New York average $3.14 per gallon, up from $2.70, said the group, which also expects electricity prices to increase by 2.3 percent in 2011 and by 0.6 percent in 2012.” Read the long, well-researched story at The Watershed Post. WGXC members elected Pamela Badila and Kieran Riley to the WGXC Radio Council, the station’s governing body, and the staff have added Shannekia McIntosh as Assistant Program Director. Members will annually elect two members to one-year terms on the Radio Council, which begin in January and last the calendar year. The vote was held Sept. 10 at Crossroads Brewery in Athens. The winners:
• Pamela Badila, from Hudson, who received 25 votes.
• Kieran Riley, from Harlemville, who received 20 votes.
• In addition, Shannekia McIntosh joins WGXC’s staff as Assistant Program Director, on a volunteer basis.

WGXC Technical Director Al Davis has WGXC’s “Studio B” in Hudson working for the first time today, Thu., July 20, as he recorded a new public service announcement with Cairo’s Tony Fallon. The new studio will allow WGXC staff and volunteers to train many new DJs and hosts to go on the air with new shows, and contributing audio reports to WGXC listeners. Mill demolition raises ire in Stottville
Mike McCagg in ccSCOOP reports that contractors are tearing apart the former L&B Furniture and Ferris mill in Stottville and its eight-story water tower on Town Garage Road near County Route 20, and one unnamed resident filed a complaint with the state Department of Environmental Conservation to halt the further demolition of the mill. The anonymous resident told McCagg he wanted to turn the mill into something else, and Sergei Dubois, a spokesman for the anonymous developer, says in the ccScoop article that plans for an “international research center in the abandoned factory” that would have employed “a dozen people” and “brought people from across the globe” were in the works, with a war memorial. Town Supervisor Leo Pulcher told ccSCOOP that he knew about the war memorial but not the research center. Pulcher did not know who is demolishing the mill, and said that no permits for the work had been issued. But he won’t interfere. “What happens if we go in there and stop them? Does the state now say to the town you are responsible for the site and we are stuck paying one, two, five million dollars to clean it up?,” Pulcher told the web site. Read the full story in ccScoop.
Efforts to slow the spread of Lyme Disease
Congressman Chris Gibson (R, NY-20) Tuesday, July 19 announced he is co-sponsoring legislation to create a new $250,000-annual committee to work on Lyme and other tick borne diseases. H.R. 2557, the Lyme and Tick-Borne Disease Prevention, Education, and Research Act of 2011, establishes a Tick-Borne Diseases Advisory Committee, “composed of scientists, representatives from government agencies, health care providers and patient representatives. The Committee is charged with ensuring that a broad spectrum of scientific and stake-holder viewpoints are represented in public health policy decisions and that information disseminated to the public and physicians is balanced. Locally today, Wed. July 20 The Adult Learning Institute of the Columbia-Greene Community College will have Rick Burstell from Cornell Cooperative Extension of Greene and Columbia Counties in Room 136 of the Main Building discussing the many steps you can take to protect yourself and your family from Lyme disease and other tick-borne illnesses. Right now you might be wondering why you can get the signal in some places, but can’t get it in others. There are a few reasons. For one, WGXC has a directional antenna. Which means the signal is stronger in some directions, over some other directions. This is because we have to protect [the signal's of] some other broadcast stations in the area. There is also an initial period where the Federal Communications Commission mandates we operate at half-power while some paperwork is filled out. That may take a few weeks, but once that paperwork goes through, we will be allowed to turn the transmitter to our fully allowed power. You should be able to receive the signal better once that happens. That said, there are always some initial glitches, so be patient while we work out the kinks in the system. Hopefully we wil be able to get the signal up and strong in as many areas as we can. In the meantime, reports of where the signal is strong and where it is weak will help us determine where we might need to fix a few things. Some of the reports of very good reception have included: Germantown, Cairo, Valatie, Claverack, Coxsackie, Chatham, Medusa, Hunter, Windham, Kinderhook Lake, and Philmont.
In Athens, Hudson, Catskill, and Saugerties, it is coming in, but perhaps not so clearly yet.

Chance of precipitation is 90 percent. New snow accumulation of one to three inches possible, to add to the one to three inches our area saw overnight.
