The local ski resorts did not get the snow they want this past week, but the bitter cold mid-week did allow them to add a lot of artificial white stuff to the mountains. Catamount Ski in Columbia County reports 22 of 33 trails are open (they expect 25 open by Saturday), with four of six lifts running, and 12-30″ of artificial snow. Windham Mountain has an artificial snow base between 12″ and 38″ on 25 trails with six lifts open. Hunter Mountain has up to 12″ to 50″ of mostly artificial snow on 36 trails with seven lifts.

The local ski resorts are certainly bemoaning the lack of real snow so far this holiday season, save for that freak pre-Halloween storm. They are all making lots of artificial snow, and the colder temperatures this past week are helping those efforts. Catamount Ski in Columbia County reports 16 of 33 trails are open, with four of six lifts running, and 10-20″ of artificial snow. Windham Mountain has an artificial snow base between 10″ and 34″ on 19 trails with six lifts open. Hunter Mountain has up to 44″ of mostly artificial snow on 29 trails with nine lifts. There are holiday discounts available this weekend.
Catamount Ski in Columbia County opened last weekend, and will be back open this weekend in Hillsdale with 8″ to 20″ snow base on 15 trails with four lifts. On Windham Mountain‘s second weekend open, more than 200 Santas on skis raised more than $2000 for the local food pantry at Hope Restoration Church in Windham on Sun., Dec. 18. Windham Mountain has an artificial snow base between 6″ and 25″ on 14 trails with three lifts open. Hunter Mountain has up to 44″ of mostly artificial snow on 23 trails with five lifts.

The Greenville Mountain View Pioneer (no website) tracks taxes and budgets each town in Greene County, and lists which raised or lowered next year’s budgets. Five towns — Ashland, Catskill, Durham, Greenville, and Halcott — exceeded the new two-percent state property tax cap next year. And, the unbylined story also notes, that while the county has been slashing its spending to meet budget restraints, spending rose in two departments: the Probation department added $34,845 in its personnel budget and new County Administrator’s office added $29,269 to its budget. The breakdown by towns:
• Ashland: 5.6 percent tax increase
• Athens: 1 percent increase
• Cairo: .3 percent decrease
• Catskill: 4.7 percent increase
• Coxsackie: 1.2 percent increase
• Durham: 4.8 percent increase

Governor Andrew Cuomo’s Upstate Storm and Recovery Task Force announced Monday in Windham that they are indeed giving the Town of Windham a five-year, no-interest loan of $882,000. Last week voters in Windham approved the town taking out a million dollar loan to fix the Windham-Ashland-Jewett school damaged by the flooding associated with Hurricane Irene. At the meeting, Governor Cuomo also announced that he has asked Department of Homeland Security Secretary Janet Napolitano for FEMA to cover 90 percent of the recovery costs instead of the normal 75 percent. Many local towns including Windham and Prattsville are facing enormous clean-up bills if FEMA only covers 75 percent of the costs, and are wondering how they will ever raise enough to clean up all the damage. Cuomo also announced $1.5 million in grants to help small businesses in nine municipalities in three counties in the first round of awards from the $3 million Main Street Fund to help local businesses recover. Other items from the Upstate Storm and Recovery Task Force meeting in Windham:
• Main Street Fund
Greene, Schoharie, and Delaware counties are each receiving $500,000 through the New York State Agricultural and Community Recovery Fund to provide money to Main Street businesses money to rehabilitate buildings for commercial and main street residential use, repair and replace permanent fixtures and equipment, as well as for inventory and working capital. In Greene County: Prattsville, Hunter, Windham, and Catskill will get funds; in Schoharie County: Middleburgh and Schoharie; in Delaware County: Margaretville, Fleischmanns and Sidney.
• Highway Repairs
More than 400 road segments and bridges were closed on the state highway system after Hurricane Irene and Tropical Storm Lee hit the area last summer. As of November 28, three highways and three bridges remain closed.
• Assistance for New York Farms
The State Department of Agriculture and Markets has issued contracts to 25 Conservation Districts for over 353 awarded farms ($4,519,817) using the $15 million Agricultural Community Recovery Fund. Construction and farmland restoration is underway on many if not all of the most devastated farms. The program also has a farm operations component to aid farmers who lost feed in the flood and farmers who have continued operation of their farm stands, farmers’ markets efforts and CSAs. For this program, 196 applications have been submitted, and grants will be distributed in the near future. Read the rest of this entry »

Jim Planck in The Daily Mail reports that election canvassing to determine winners in local elections begins this weekend. Columbia County will begin a total count of all votes, absentee and otherwise, Friday, Nov. 18, and Greene County follows suit on Tuesday, Nov. 22, per a court ordered recount for a New York state Supreme Court 3rd Judge race. That office represents seven counties, including Columbia and Greene, and so the many close races that may be determined by absentee ballots have to follow the schedule. Planck cites the following local races that may still be undecided:
• Prattsville, write-in candidate Alan Huggins leads 155 to incumbent Democrat Kory O’Hara’s 140.
• Lexington, Democrat incumbent Lynn Byrne and Republican William Pushman are tied with 157 votes for the second council seat.
• Hunter, Democrat David Kukle leads with 419, over Republican and Common Sense candidate Paul Solodar, with 405 for the second council seat.
• Coxsackie, Republican Rick Hanse has 800 votes, while Democrat incumbent Donald Daoust has 790.
• Halcott, write-in Pete Ballard may affect the outcome, Planck hints.
• Hudson, for Mayor, Republican William Hallenbeck has 760 votes, versus Democrat Nick Haddad with 733, with perhaps 200 absentees ballots.
• Greenport, for Town Supervisor, Republican and Conservative John J. Porreca, Sr. leads 590 to Democrat and Independence incumbent Edward F. Nabozny’s 584.
• New Lebanon, the Town Justice so far is Democrat, Conservative, and Independence candidate Darcy L. Poppy with 350 votes, to Republican Jack Nevers’ 348.

House to vote on delaying cement plant mercury rule
The Post-Star reports that the U.S. House of Representatives is expected to vote Thursday on legislation that would delay the implementation of a new federal Environmental Protection Agency regulation meant to reduce mercury emissions from cement plants. “We’re not striking them. But let’s delay them for 15 months and give the EPA time to repropose and finalize them. And also direct the EPA to make sure that these rules comply with the President’s executive order on regulations,” said Stephanie Valle, a spokeswoman for U.S. Rep. Chris Gibson, R-Kinderhook. The Holcim Cement plant in Catskill is in Gibson’s district. H.R. 2681, the Cement Sector Regulatory Relief Act of 2011, would, according to the Post-Star:
• Give the EPA at least 15 months to re-propose and finalize revised rules for cement manufacturing facilities;
• Extend compliance deadlines from three to at least five years to allow facilities time to comply with standards and install new equipment.
In February, Gibson voted for an amendment the House passed to suspend EPA funding for implementation and enforcement of the rule, but the Senate voted the amendment down. This time the House is voting on delaying implementation, but not suspending funding. Read the full story in the Post-Star.

Medicaid spending $173 million less in August
Governor Andrew Cuomo is touting his “Medicaid Redesign Team,” as its measures enacted in the state budget in April resulted in savings in August of $173 million, or 2.5 percent lower. Monthly, New York State spends $6.8 billion on the program. “Governor Cuomo’s initiative to reform Medicaid represents an unprecedented effort to bring the public into the process of improving health care, controlling health care costs, and reforming health care in New York State,” said Health Commissioner Nirav R. Shah, M.D., M.P.H in a press release. “With the hard work and dedication of the legislature, the industry, and the public, New York is becoming a model for the nation in improving health outcomes while controlling growth.”
GEIS and the ten-day waiting period
Carole Osterink reports in The Gossips of Rivertown that Common Council President Don Moore issued this statement to members of the Council and the press, though not WGXC, at 4:58 this afternoon:
“Regarding the ten day period called for by SEQRA, the City is required to wait ten days after the filing of a completed GEIS before agreeing on a Findings Statement, the summary of findings from the GEIS. The City filed its notice of completion of the GEIS with the involved agencies on October 4. The ten day period will end at the close of business Friday, October 14. During that ten day period, concerned parties may file comments with the City. The City does not have an obligation to reply to the comments as was the case during the official public comment period in early 2010.”
Monday, Sept. 26 Moore and the Common Council passed the GEIS without first allowing the public to speak at a special meeting at the Hudson Central Fire Station. Click here to listen to the entire meeting recorded by Dan Udell. PLAY CLIP

Anyone got a spare $10 million?
Earlier in the week in The Daily Mail Greene County Administrator Shaun Groden said it would cost about $10 million to fix Greene County’s roads and bridges damaged from the storms associated with Hurricane Irene. Similarly, Michael Ryan in the Windham Journal has a long story looking at Prattsville’s future, and Town Supervisor Kory O’Hara estimates it will take $10 million to return the town to normal. And it is not as simple, or difficult, as finding huge sums of money. Political fingerpointing has already begun, budgetary constraints may delay repairs for years, and many residents have left or are considering leaving as winter approaches.
Ryan’s story paints a grim picture in Prattsville. The Prattsville Relief Fund has collected $112,000 in donations, and are about to begin distributing the funds to needy locals. Prattsville is considering borrowing $2 million in low-interest bonds. The Young’s Agway Store in town is selling everything for half price. The New York Times recently painted a vivid tale of life at the Prattsville Tavern, which has stayed open even without a bar. The town has begun holding meetings every Monday evening. “A lot of people are holding up their hands, saying they’re going,” Ryan reports one resident said. “What incentive do we have to stay when this can all just happen again?” O’Hara warns that Prattsville is a small town, and if it loses 30 homes, there could be a 30 percent increase in taxes for anyone left. Soon it will be cold, making staying that much more difficult.
Jim Planck in The Windham Journal reports that there is some money coming to help. The Catskill Watershed Corporation diverted $5 million from its Catskill Fund for the Future, for direct aid to storm-damaged businesses and towns. “That ($5,000,000) was then divided among the (five) watershed counties,” County Legislator and Hunter town attorney Larry Gardner told Planck. Greene County gets $930,500 in total, with Prattsville getting $600,000, roughly, Windham about $250,000, and Hunter receiving $90,000. Ashland, Jewett, Lexington, and Halcott, Planck reports, have indicated no businesses eligible for the funds. The Greene County Industrial Development Agency has also set aside $100,000 in another program.
Thursday, Sept. 29, the New York City Department of Environmental Protection added $1 million to that CWC fund, Mid-Hudson News reported, so those town figures should all rise in proportion. The DEP says it has also provided $1 million in in-kind contributions of manpower, equipment, and materials to assist Catskills communities flooded by the storms. The $1 million donation announcement comes in the face of heavy criticism of the DEP from people in Prattsville. “Folks are angry about the streams, claiming DEP won’t let the town maintain them right,” Ryan writes in The Windham Journal. “O’Hara said he talked to DEP Commissioner Carter Strickland shortly after the storm. ‘I told him what we think they did to us and that we needed money to fix our problems. It’s been thirty days and we haven’t heard anything from them,’” O’Hara told the reporter. It looks like O’Hara is now hearing Prattsville might be getting about $120,000 from the DEP, a drop in the bucket, to pardon the pun, of the $10 million Prattsville needs.
Groden, the new Greene County administrator, is using the storm to attack Gov. Andrew Cuomo’s two-percent property tax cap. “Our requirement under the two percent cap means we couldn’t increase the tax levy by more than $350,000. So, we can’t make repairs with the cap, unless the residents are willing wait four to five years,” said Groden. The math is that if the bill is $10 million, the county has to pay for $1,250,000 of that, and the tax cap only allows the county to raise $350,000 per year.
Concert for the Catskills
The Catskill Glee Club, Phil Brown (of Little Feat), members of the Allman Brothers Band, Kitty Kelly, Peter Head, The Trapps, Voodelic, the Jonny Monster Band, Abby Lappen, Steve Charney, Rhett Tyler, and the dancers from the Mike Farrell School of Irish Dance are among the many performers at the “Concert for the Catskills” Oct. 1-2 at the Michael J. Quill Irish Cultural Center (2267 Route 145) in East Durham which benefits storm victims. Performances take from noon until 10 p.m. Saturday and noon until 7 p.m. Sunday, and styles range from Irish to rock to country to folk to comedy and dance. Community Action of Greene County will make sure all of the money raised goes to Greene County storm victims.

Columbia County election information
Primary votes are being held Tuesday, September 13, from noon until 9 p.m., and every election district in Columbia County will be voting. Depending on the municipality, voters enrolled in the Democratic, Republican, Conservative, or Independence parties may have a primary election in which they may cast a ballot. Eligible voters are those who have been enrolled in those parties for some time or those who changed their enrollment to those parties earlier than mid-October of 2010. The Columbia County Board of Elections is open for absentee voting today, Fri. Sept. 9 from 8 a.m. to 4 p.m., Saturday, Sept. 10, from 9 a.m. until 1 p.m., and Monday, Sept. 12, from 8 a.m. until 5 p.m.
• There are countywide races on the Republican and on the Independence Party lines for County Judge. Additionally, there is a citywide opportunity-to-ballot race for mayor on the Democratic line.
• An opportunity-to-ballot race is one in which no candidate’s name appears on the ballot, providing an opportunity for enrolled Democratic voters, in the case of the City of Hudson, to write in the candidate of their choice. All other primary races similarly offer an opportunity for write-ins, as well. Commissioners Virginia Martin, Democratic, and Jason Nastke, Republican, confirm that, as New York State is a “voter intent” state, they will recognize as valid votes reasonable variations in candidates’ names as they may be written in by voters, or slight deviations in where on the ballot the voter writes in the candidate’s name. Each ballot provides a separate row, under the party row, that says “Write In,” which is where a write-in name is intended to be entered.
• 108th Assembly District (Chatham, Kinderhook, New Lebanon, and Stuyvesant), Independence, for Judicial Delegates and for Judicial Delegate Alternates

Mountain Top Arboretum acquires 156 acres in Tannersville
The Mountain Top Arboretum, in Tannersville, is acquiring 156 acres adjoining its existing 23 acres of nature preserve through a conservation easement with the Department of Environmental Protection of the City of New York. “This land is beautiful and unspoiled Catskill native forest with streams and marsh” said Larry McCaffrey, Chairman of the Mountain Top Arboretum, in a press release. “It fits perfectly in our mission to present varied natural environments from woodland to wetland to forest for our visitors. These diverse landscapes provide perspective on the entire ecosystem and its role in water conservation.”
Cuomo likes Obama jobs plan
Governor Andrew Cuomo made this statement last night after President Obama’s speech about jobs:
“Tonight, President Obama laid out a real plan to jumpstart the economy and put Americans back to work. The President realizes that it is essential that creating jobs be the top priority at all levels of government. As the President said, politics cannot come before the urgent need to put Americans back to work. This is a plan that can and should be supported by officials of all political stripes and we need to see the Congress move this nation forward.”

• Farm Operations Match Program: This will match farmers’ dollars for the purchase of feed for animals and produce from other New York producers to allow the farms operations to continue;
• On Farm Capital Needs Program: This will provide grants and deferred and low/interest loans to meet the immediate and long-term needs of farmers devastated by Hurricane Irene; and
• Main Street Business Assistance Program: This will provide a combination of grants and low interest loans to help Main Street Businesses get back in operation in eligible counties.
“The land is a farmer’s greatest resource. The conservation component released today will help farmers who have had their land devastated by Hurricane Irene recover,” said Darrel J. Aubertine, Commissioner of Agriculture and Markets.

Task force created to ease flooding never met
Brian Nearing in the Albany Times-Union reports that a high-level state task force created to study flood mitigation after the major New York flood in 2006 never met. The task force never took a single step to prepare for future floods, like the ones that are currently affecting much of New York state. “A Cornell University professor [Susan Rhia, earth sciences] named to the group gave up in frustration after repeatedly asking the state Department of Environmental Conservation when the first meeting would be held,” Nearing writes. That was nearly three years ago and “that was the last I ever heard of it … I have been wondering whatever happened to the task force,” said Rhia, director of the New York State Water Resources Institute. “Spokesmen in DEC and the state Canal Corp., which were among eight state agencies in the task force, had no comment Friday when asked what had happened to the group,” Nearing writes. Read the full story in the Albany Times-Union.
Widespread flooding
In Greene County, and much worse farther west and south in New York’s interior, there was widespread flooding Wednesday. The Susquehanna River was expected to exceed the flood stages it reached in 2006, and major parts of Interstate 88 and 90 may still be closed Thursday morning. At midnight the DOT announced:
“The New York State Thruway Authority has announced that due to heavy rain and rising water conditions along the Mohawk River, the Authority anticipates closing the Thruway between Interchange 24 (Albany) and Interchange 33 (Verona) along I-90. Motorists should avoid travel within the Mohawk Valley Region, and seek alternate routes outside of this region, as widespread flooding of area roads is expected. Motorists are advised to visit www.511ny.org to check status the of other roads. Currently, I-88 in Binghamton is closed between Exit 3 and Interstate 81; and I-81 is reduced to one lane, just north of Binghamton, between Exit 6 and Exit 8.”
Other news:
• A small culvert washed out, not a bridge, and has been repaired on CR 10, the alternate way into Prattsville.
• Two teens were rescued from the Hannacroix Creek.
• Greene and Columbia counties Flood Watches were set to end at 6 a.m. Thursday morning, while Albany and Rensselaer counties extends to 6:29 a.m., Ulster to 8:29 a.m., Delaware to 9:16 a.m., and Schoharie until 10:03 a.m.
Boil water orders
• Prattsville: BWO remains in effect. Water restored-temporary line installed not ready to sample.
• Tannersville: BWO remains in effect. Sampling was to begin Sept. 2, no results available yet. Filtered water turbidity levels have been good since late yesterday afternoon. The operator plans to collect bacteria samples from the system on Wed. Sept. 7 and Thu., Sept. 8. If all samples are satisfactory the boil water will be lifted.
• Windham: BWO remains in effect. Water service fully restored, but not ready to sample.
• Hensonville: BWO remains in effect. Water restored but with low pressure, leaks being repaired. Not ready to sample.
School in Greene County?
Previously, Greene County officials said that this afternoon they would announce whether schools there would open on Monday or not. Tue. Sept. 6, Greene County officials delayed opening schools that would have began Wed., Sept. 7. Greene County officials wanted to inspect bridges and roads before making the decision, and since then it has rained more, and flooded more. If Greene County officials do make an announcement WGXC will have that news on the “WGXC Afternoon Show” from 4-6 p.m.

Fundraiser fetes GOP same-sex marriage senators
Jimmy Vielkind in the Albany Times-Union’s Capitol Confidential reports that Republican Senator Steve Saland of Poughkeepsie — who represents Columbia County in Albany — is getting large cash donations because of his vote in favor of same-sex marriage. Saland was the thirty-second senator to announce he would vote for the bill, assuring it would pass. “New York City’s billionaire mayor, Michael Bloomberg, will co-host a fundraiser next month for Republican Senators Steve Saland of Poughkeepsie, Jim Alesi of Rochester, Roy McDonald of Saratoga and Mark Grisanti of Buffalo. Tickets for the Manhattan soiree run as high as $16,800, the maximum amount allowed under the current election law,” Vielkind writes. Hosts for the party include Tim Gill, a software magnate, and Paul E. Singer, the founder of Elliott Management and chairman of the conservative Manhattan Institute as well as gay rights groups Marriage Equality New York, the Gill Action Fund and the Human Rights Campaign. Likewise, the National Organization for Marriage is working to defeat the four senators because of that vote, and campaign spending for his seat will be much larger this campaign. Marilyn Bethany and Dan Shaw of the blog Rural Intelligence are shutting down the source for news among the well-monied in Columbia, Dutchess, and Litchfield counties. “Our goal to create an online culture-and-lifestyle magazine that would unite four counties in three states was and remains, as far as we know, unique,” they wrote in their final post last week. “We are proud of the work we’ve done and that we’ve succeeded in fostering a sense of community across state and county lines among full- and part-time residents, as well as visitors.”

Latest Greene County storm recovery update
The Greene County Emergency Services office released this statement Tue., Sept. 6:
“By order of the County of Greene, all Greene County school districts are hereby directed to cancel classes for the week of September 6, 2011 through September 9, 2011. This decision is not solely based upon condition of school facilities, but upon road and bridge infrastructure that has not been adequately inspected and may be compromised. The state of emergency in Greene County is still in effect and travel is limited, particularly in the townships of Ashland, Lexington, Windham and Prattsville. This decision to cancel classes is relative to Article IIB of NYS Executive Law. Further information is to follow to all school districts and state education by Thursday afternoon, which will allow for final determination to re-open schools on Monday September 12, 2011.”
• Windham-Ashland-Jewett schools say they will not open until Sept. 19.

Voters settle cops’ fate
Diane Valden in The Columbia Paper says Copake voters will decide whether or not to eliminate the seven local part-time police force this fall. After $118,000 in unexpected expenses set the town back in July, some residents hope to offset that with $106,980 in savings from eliminating the police department and relying on the Columbia County Sheriff’s Office and the State Police. There will be a public hearing on the proposed local law at 6:20 p.m. Thu., Sept. 8 at Copake Town Hall, before the regular board meeting. “The board expects to conduct one or more information meetings to provide facts about Police Department services, a cost/benefit analysis and crime rate statistics so voters can make an informed decision. Meeting dates and times will be announced,” Valden writes. Then voters will decide Nov. 8. Read the full story in The Columbia Paper.
