An early morning structure fire in Athens caused a major service outage for Mid-Hudson Cablevision customers in Columbia County, Wed., Feb. 22. Cable, Internet and phone service was interrupted at approximately 6 a.m., and fully restored by mid-afternoon, according to a statement released by the company. Claude Haton is reporting in The Daily Mail Slice of Athens on Washington Ave. in the village was gutted. The remains of the structure were later leveled by the Department of Public Works. Owner Donna Passaretti said she was told the fire was caused by an electrical short in a freezer unit. Read the full story in The Daily Mail.

Doron Tyler Antrim reports in The Daily Mail Matthew 25 Food Pantry is moving, and asking for donations of money and labor to repair its new space in a vacant former county office building on Union Street in Catskill. This will be the pantry’s third location since it was founded in 2009. It is currently located at 298 Main Street. The pantry will enter into a 10-year lease with Greene County for the new location at the cost of $1 per year. In an interview with Antrim, pantry Executive Director Patti Dushane said the new space is “a mess,” but expects to transition into the Union Street space by June 1. In addition to food, Matthew 25 offers clothing, outerwear, shoes and has a book exchange. It is open 1 p.m. to 3 p.m., Sunday, and 6 p.m. to 8 p.m., Wednesday. Jim Planck writes in The Daily Mail owners of catastrophically damaged properties in Catskill can now qualify to participate in a federally funded buyout program as the result of action taken by the Greene County Legislature. The program allows owners of property irreparably damaged during last summer’s tropical storms to sell their property to the Town of Catskill for up to 75 percent of its appraised value. The property title is transferred to the town and must remain as open space or park land. Catskill Councilman Kevin Lennon said 13 sites potentially qualify. The program was designed to relocate people from flood-prone areas. The Greene County Economic Development, Tourism and Planning, and the Greene County Soil and Water Conservation District will administer the flood-prone property acquisition program. Funding is through the federal Hazard Mitigation Grants Program. Applications are available at the town hall, and must be completed and received by Greene County Soil and Water by Thurs., Feb. 23. Jim Planck writes in The Daily Mail the acquisition of HSBC Bank by First Niagara is nearly complete. On Fri., Feb. 17, First Niagara announced it will close 35 locations statewide, including the HCBC branch on Main Street in Catskill. First Niagara expects the takeover to be complete by mid-May and most branches identified for closure will remain open until mid-June. Five First Niagara banks located in Albany, Clifton Park, Rotterdam, Troy and Brunswick, will be shuttered May 18. Read the full story in The Daily Mail.

Lissa Harris in the Waterhed Post reports that the DEC is recommending several changes that could affect fishing in local streams, including the Esopus and Catskill Creeks. The agency announced Friday that it is proposing a ban on fishing in Catskill Creek from the Route 9W bridge upstream to the dam in Leeds from March 16 through the first Saturday in May, to protect spawning walleye. The Walleye season officially opens in May but early poaching has been an ongoing problem on Catskill Creek, and some local anglers have called on officials close the creek to all fishing in early spring. The DEC is also proposing limiting the number of trout caught in a stretch of the Esopus from the Shandaken Tunnel to the Ashokan Reservoir. The agency is proposing a daily catch of five fish, with no more than two trout longer than 12 inches. Read the DEC’s proposed changes to Freshwater fishing rules in NY.

In a letter to the editor of The Daily Mail, on Wed., Feb. 15, the Catskill Farmers Market vendors’ organization announced the majority of members will decline to participate in the market during the upcoming season. The decision was made after Village Trustees chose to move the market away from downtown to the west side of Catskill, for the second year in a row. In the letter, Donna Bonville, President, and Barbara Fox, Treasurer of the group, said vendors met with the Trustees Thurs., Feb. 9, to discuss a compromise to move the market to one side of Main Street. But the Trustees did not budge. The vendors expressed disappointment in the decision, and regret that vendors can no longer bring locally grown products to the community. Contacted by phone Mon., Feb. 20, Bonville reported the vendors have heard nothing further from the Trustees, and there has been no change in the group’s position. All three local ski resorts feature special events and discounts this President’s Day weekend. Catamount Ski in Columbia County has 31 trails and four lifts open with 18-40″ of snow. The band Satellite Shine performs in the tavern on Sun., Feb. 19 at 3:30 p.m. Windham Mountain has a snow base between 14″ and 44″ on 40 trails with six lifts open. Windham opens for skiing at 8 a.m. all week, and offers night skiing February 17-25 from 4-8 p.m. Hunter Mountain has up to 18″ to 72″ of snow on 43 trails with six lifts. There will be fireworks at 7 p.m. Sat., Feb. 18.

Bridge and road damage caused by flooding during Tropical Storm Irene in August has been repaired on Route 42 in Lexington. Two bridges were reconstructed and are now open to traffic. The reopened areas are on Route 42 between state Route 23A and County Road 6, and the Route 42 bridge over the West Kill. See a photo of the reconstructed bridge at The Daily Mail Web site.

Tropical Storm Irene created a “super flood,” Michael Ryan writes in The Daily Mail. Engineer James MacBroom was retained by the New York City Department of Environmental Protection to conduct the storm study that characterized the amount of rainfall and resulting water quantities as “off the chart.” MacBroom and DEP regional manager Ira Stern recently presented the preliminary findings to members of the Prattsville community. MacBroom said the little town “never had a chance” on Aug. 28, 2011, due in large part to its unique location among steep forest lands and narrow valleys. The study offers suggestions on how Prattsville can move forward. MacBroom said more data is needed before a final analysis can be made. The process was complicated, Ryan writes, because gauges used to measure water levels and stream velocities at Red Falls, on the Batavia Kill, and on the Schoharie Creek just above the Route 23 bridge, were lost in the flooding. Doron Tyler Antrim reports in The Daily Mail, the Department of Environmental Conservation has declared the American Valve Superfund site, located on Mansion Street in Coxsackie, is no longer a threat to the public health or environment. The state agency announced Feb. 8, the site was reclassified, but that it will remain on the state Superfund list for maintenance and monitoring. The site is the former home of American Valve Manufacturing Corp., a foundry where valves and pipe fittings were produced until 1988, when the company relocated to North Carolina and abandoned the 15-acre property contaminated by lead and other toxic solvents. The location was declared a state Superfund site in 1991. The DEC anticipates years of continued testing and says redevelopment of the site is unlikely. Read the full story in The Daily Mail.

W.T. Eckert writes in The Daily Mail about the Greene County Highway Department’s continued work to repair major highway damage left in the wake of Tropical Storm Irene. At its meeting Mon., Feb. 13, the county Highway Committee authorized the department to enter into agreements with four engineering firms, totaling $819,852. County Highway Superintendent Gary Harvey said the resolutions approved covered the replacement of the County Route 17 slide, eight bridges and three large culverts. Four different engineering firms, all prequalified and previously approved, were retained. Each firm was assigned three or four projects each, according to Harvey. Jim Planck reports in the Register Star the Firemen’s Association of the State of New York has extended the Higher Education Learning Plan filing deadline for tuition reimbursement to Wed., Feb. 15. HELP is a FASNY-created incentive program intended to draw in new volunteer firefighters. Eligible community college students can qualify to receive full tuition reimbursement when they become a volunteer firefighter. A student must maintain a passing average and be an active volunteer while in school, and during a service period of one to four years following graduation. The program is funded by a U.S. Department of Homeland Security grant. Read the full story in the Register Star.

Governor Andrew Cuomo announced Mon., Feb. 13, the Department of State has awarded grants to 13 upstate communities hit hard by flooding last year. Communities located in Greene, Delaware and Schoharie counties were each awarded up to $50,000 to support specific rebuilding projects. ”This funding will help towns and villages rebuild and find ways to make sure they are better prepared for future flooding,” Cuomo said in a statement. The list of Community Recovery Grant recipients included the towns of Prattsville and Blenheim. Prattsville, in partnership with Greene County, will complete a strategy that builds on the initial planning work started with the Federal Emergency Management Agency. The town’s plan includes a detailed feasibility analysis for priority housing, economic development, and community facility projects ($50,000). Blenheim will establish a way to address revitalization needs relative to housing, business, community facilities, infrastructure and environmental assets ($50,000). Other recipients include Middletown, the villages of Fleischmanns and Margaretsville and Rotterdam.

National Weather Service forecasters predict that it may actually feel a bit like winter on the area’s three mountains this weekend. Catamount Ski in Columbia County has 28 trails and four lifts open with 16-36″ of snow. Windham Mountain has a snow base between 14″ and 44″ on 40 trails with six lifts open. Hunter Mountain has up to 18″ to 72″ of snow on 43 trails with six lifts.

Jim Planck writes in The Daily Mail that the Town of Catskill is looking for additional funds to repair damage caused by Tropical Storm Irene. At the Town Board meeting Tuesday, Feb. 7, Councilman Kevin Lennon reported a documentation package was submitted to the U.S. National Conversation Resources Service, Jan. 31. Lennon said the NCRS is expected to send a task force to Greene County to examine flood damage not covered by the Federal Emergency Management Agency. Sites identified for possible NCRS assistance include: Woodstock Ave. in Palenville, Drummond Falls Road and bridge, the junction of Route 23A and Bogart Road, and the culvert on Pennsylvania Ave. NCRS could cover up to 75 percent of the repair costs. Jim Planck writes in The Daily Mail about a report just released by Transmission Developers, Inc. of Albany, the developers of the Champlain Hudson Power Express, the 333-mile power line project proposed to run from Canada to the greater New York City area. The project is currently in the review process. CHPE will run both underground and underwater for its entire length, utilizing railroads rights-of-way where no water body is available, according to Planck. It is being designed to deliver 1,000 megawatts of hydro- and wind-produced electricity, and has been in the works for more than three years. If approved by the state Public Service Commission, the construction period could run from 2013-2016, bringing the work through the Columbia-Greene corridor in 2014 or 2015. The commissioned study, performed by Boston-based London Economics International, estimates the project has the potential to create anywhere from 300 to 600 construction jobs. Melanie Lekocevic of The Daily Mail reports that John Moree, Sr. will be the lone Republican on the Athens village ballot in March. Moree and Rick Surrano were chosen to run by the GOP caucus, but days later Surrano declined the nomination, saying he is not an Athens resident. Amy Halloran writes in Metroland about two rallies in support of independent farmers and locally grown/raised food, scheduled to take place in Albany. The first, sponsored by Food & Water Watch, will take place Wed., Feb. 8, at the Capitol and will appeal to Senator Kirsten Gillibrand to support a fair Farm Bill. The Farm Bill is due for reauthorization by Congress this year. Food & Water Watch, according to the article, supports a variety of measures intended to level the playing field between independent small farmers and large agri-business. The American Farmland Trust of New York organized the No Farms, No Food rally for Wed., Feb. 15, to urge state legislators to support measures that back farms, farmers and local food production. Those measures include: Farmland-protection programs; restoration of funds for the New York Farm Viability Institute; increased funding for the New York State Hunger Prevention and Nutrition Assistance Program; and funding for incentives to increase use of SNAP (food stamp benefits) at farmers markets. On Friday, Feb. 3, U.S. Senator Kirsten Gillibrand announced $333,000 in federal funding for five Hudson Valley farms. Edgwick Farm in Cornwall will receive $120,000; Catskill Dudukju in Wurtsboro will receive $49,000; Food Gems, LTD in Middletown is to receive $35,004; Maple Shade Farm in Delhi is going to receive $49,750; and Dagele Brothers Produce gets $79,425. The money was allocated through the US Department of Agriculture’s (USDA) Value-Added Producer Grant (VAPG) program. The program is designed to boost farms’ income and productivity by providing access to capital and technical assistance, and developing marketing strategies for independent producers.

W.T. Eckert in the Register Star writes about the eighth annual Winter Blast, the benefit held over the weekend for the Columbia Memorial Hospital and Kaaterskill Care Nursing & Rehabilitation Center. The benefit at Helsinki Hudson raised over $100,000 in ticket sales for the hospital and rehab center. The event featured ten silent auction items that ranged from a week-long stay at a private, five-bedroom African estate overlooking the Indian Ocean, and ballooning over the Hudson Valley for two, to a private “hawk walk” at Talons in Earlville, with an overnight B&B stay for two. The Glen David Andrews Band, a New Orleans jazz group played music late into the night. Columbia Memorial Hospital President Jane Ehrlich said the funding will go toward improvements in the nursing home and projects in the hospital that include expanding the psychiatric unit with a goal to offer private rooms for patients. A report in The Daily Mail says Staten Island 54-year-old Matthew Falco was killed skiing the Upper Warpath trail on Windham Mountain Sat., Feb. 4. Another winter week without real snow on the mountains, and higher temperatures. Catamount Ski in Columbia County has 30 trails and four lifts open with 16-36″ of snow. Windham Mountain has a snow base between 14″ and 44″ on 40 trails with six lifts open. Hunter Mountain has up to 18″ to 72″ of snow on 45 trails with seven lifts. All three mountains are offering Super Bowl-weekend specials.

Ariel Zangla in The Daily Freeman reports that Greene County took in $26.66 million in sales tax in 2011, up $1.26 million from county forecasts, according to Greene County Treasurer Peter Markou. He said the county benefited from folks repairing damage from Hurricane Irene and buying things such as lumber and new appliances, and that vehicle sales were also strong locally. Cairo-Durham sixth grader Ryan Holdridge won Scholastic’s Storyworks Magazine’s “Create A Character” contest, the school announced Tue., Jan. 31. Barbara O’Connor, an award-winning children’s book author known for books such as “How to Steal a Dog” and “Fame and Glory in Freedom, Georgia,” selected Ryan’s entry out of five thousand others from around the country. O’Conner will use Holdridge’s character, Roy Rigatoni, in a story the April/May issue of magazine.
