An early morning structure fire in Athens caused a major service outage for Mid-Hudson Cablevision customers in Columbia County, Wed., Feb. 22. Cable, Internet and phone service was interrupted at approximately 6 a.m., and fully restored by mid-afternoon, according to a statement released by the company. Claude Haton is reporting in The Daily Mail Slice of Athens on Washington Ave. in the village was gutted. The remains of the structure were later leveled by the Department of Public Works. Owner Donna Passaretti said she was told the fire was caused by an electrical short in a freezer unit. Read the full story in The Daily Mail.

Emilia Teasdale writes in the Columbia Paper about the Ichabod Crane Board of Education’s discussion on how to resolve a projected $1.2 million budget gap for the 2012-13 school year. The board’s recently held third budget forum focused on sports and extracurricular activities, but the topic shifted to state aid cuts and how the district should address the shortfall, Teasdale reported. Ichabod Crane is currently projecting a 3.25 percent tax levy increase for the coming year. Unlike other county districts, Ichabod Crane’s state aid is expected to decrease, Superintendent Lee Bordick said. “It’s not a problem of expenditures, it’s a problem of revenues,” Bordick said. Potential reductions were discussed, but no decisions were made. The board’s next budget discussion on Feb. 28, will focus on Special Education. The board plans to approve its 2012-13 spending plan in early April. The annual budget and school board election is May 15. Read the full story in the Columbia Paper.

The Columbia Paper’s Emilia Teasdale reports in the Feb. 16 edition of the paper, a standing room only crowd filled the Tri-Village Firehouse in Chatham recently to hear state troopers, sheriff’s deputies and Columbia County District Attorney Paul Czajka discuss recent burglaries in Columbia County. The incidents discussed included an alleged burglary at a Route 17 residence, and another in Stuyvesant. Suspects in both cases were arrested, but authorities acknowledged a “rash of burglaries” have occurred, many in Kinderhook. State Police Captain Scott Brown said he has increased the police presence in the northern part of Columbia County. Residents asked about alarms, dogs and guns, and sought advice on the most effective prevention strategy. Czajka reminded attendees that state law prohibits the use of deadly force by a civilian if the person can retreat from the situation. Tim Jackson, a state trooper stationed in Kinderhook, advised weekenders to make a residence look occupied, with lights and a parked car in the driveway. Read the full story in the Columbia Paper.

Roger J. Miner, senior judge of the federal appeals court, died Sat., Feb. 18, at his Greenport home. He was 77 years old. Miner graduated from New York Law School and in 1959, joined his father, Abram Miner, in private practice in Hudson. He was attorney for the city of Hudson from 1961 to 1964, and served as Columbia County District Attorney from 1968 to 1975. Miner was appointed to the federal district court by President Ronald Reagan in 1981, and elevated to the appeals court in 1985. In 1987, Miner was one of the top candidates considered for appointment to the U.S. Supreme Court. Miner’s wife, Jacqueline told the Associated Press, her husband was not chosen for the Supreme Court after he disclosed to the administration he supported a woman’s right to have an abortion. According to Mrs. Miner, her husband later said he chose to answer the question directly because “his reputation was too big a price to pay for a seat on the Supreme Court.” Tom Casey reports in the Register Star, Hudson Mayor Bill Hallenbeck ordered all flags in the city be flown at half-staff in the judge’s honor. Lissa Harris in the Waterhed Post reports that the DEC is recommending several changes that could affect fishing in local streams, including the Esopus and Catskill Creeks. The agency announced Friday that it is proposing a ban on fishing in Catskill Creek from the Route 9W bridge upstream to the dam in Leeds from March 16 through the first Saturday in May, to protect spawning walleye. The Walleye season officially opens in May but early poaching has been an ongoing problem on Catskill Creek, and some local anglers have called on officials close the creek to all fishing in early spring. The DEC is also proposing limiting the number of trout caught in a stretch of the Esopus from the Shandaken Tunnel to the Ashokan Reservoir. The agency is proposing a daily catch of five fish, with no more than two trout longer than 12 inches. Read the DEC’s proposed changes to Freshwater fishing rules in NY.

Tom Casey in the Register-Star reports that the New York State Department of Environmental Conservation (DEC) plans to dredge and cleanup a section of the Hudson waterfront, and is seeking public comment on their plans. The DEC holds a public hearing at the Hudson Area Library at 6 p.m. Feb. 28 to discuss its “proposed remedial action plan” to excavate/dredge and dispose of contaminants at the Water Street Manufactured Gas Plant site in Hudson. National Grid needs to remediate the site “to a level that is protective of public health and the environment” to the satisfaction of the DEC and New York Department of Health. National Grid and its predecessor companies contaminated the site operating the gas manufacturing plant through heating coal from 1853 to 1949. The DEC is also accepting written public comments through March 19. Questions can be directed to Project Manager Anthony Karwiel at 518-402-9662 and site-related health questions to Maureen Schuck of the state Department of Health at 518-402-1860. Shearwater perform Sun., Feb. 26 at Helsinki Hudson, in a partial fundraiser for WGXC. From Wikipedia:

“Shearwater is an American indie rock band formed in Austin, Texas in 1999[2] by Okkervil River members Jonathan Meiburg and Will Sheff, although Sheff is no longer with Shearwater.

Jonathan Meiburg and Will Sheff, who began their collaboration as members of the critically lauded Okkervil River, founded Shearwater in 2001 as an outlet for quieter songs on which the two were working. The band’s name comes from the shearwater, a tribe of seabirds related to petrels and albatrosses. Meiburg, who holds a master’s degree in geography with a focus on ornithology, picked the name mostly for the sound of the word.

Shearwater’s debut, The Dissolving Room, introduced Meiburg’s now ex-wife Kim Burke on upright bass; shortly after, drummer and vibraphonist Thor Harris joined the band.

The addition of multi-instrumentalist Howard Draper plus tours and support dates with The Mountain Goats, Akron/Family and Blonde Redhead brought them exposure. Shearwater developed their music through several initial albums such as Everybody Makes Mistakes and Winged Life, as well as the Thieves EP.

In May 2006, Shearwater released their fourth full-length album, Palo Santo, to much acclaim from critics and fans. On April 10, 2007, Shearwater, then signed on Matador Records, re-released a 2-disc edition of Palo Santo with bonus and re-recorded tracks from the original album.

Matador Records released the album Rook on June 3, 2008. On the tour that followed, Shearwater opened for Clinic and later Coldplay. Additional touring accompanists were added at that time: Jordan Geiger of Hospital Ships and Minus Story(on cornet, synthesizer, and percussion) and Kevin Schneider of Black Before Red (on keyboard, bass, and guitar) replaced Howard Draper.

On February 23, 2010, they released their sixth album, The Golden Archipelago, which the band produced with John Congleton. The band toured extensively behind the record in 2010, with an international tours in the spring (with Wye Oak and Hospital Ships opening) and additional U.S. dates in the fall (with special guest Damien Jurado). Longtime live accompanists Geiger and Schneider notably did not come along on this tour.

On November 6, 2010, the band released an instrumental album, Shearwater is Enron, via their BandCamp site. The album was recorded in the spring of 2010 and includes live material recorded at a performance under the pseudonym “Enron.” It introduces some textures not traditionally associated with the band, such as electronic drum tracks and squalling guitar rock. Members of Wye Oak and Hospital Ships assist on the live tracks.

The band recorded a new album in 2011, released as Animal Joy on February 14, 2012.”

Windham opens for skiing at 8 a.m. all week, and offers night skiing February 17-25 from 4-8 p.m. Hunter Mountain has up to 18″ to 72″ of snow on 43 trails with six lifts. There will be fireworks at 7 p.m. Sat., Feb. 18.

The question of where Columbia County will house its homeless population has come up again, Tom Casey reports in the Register Star. The setting was a Board of Supervisors’ Human Service Committee, Wed., Feb. 16, when representatives of Maranatha Human Services Inc., a Poughkeepsie-based non-profit organization, identified two properties as potential emergency and temporary housing locations. Al Coley, President and CEO of Maranatha, reported two properties are being considered for purchase. The first, a five-acre farm in Livingston, can accommodate up to 30 people after renovation. The seven-unit apartment building at 834 Warren Street in Hudson would be used to house families. Maranatha has been working on the housing question with Department of Social Services Commissioner Paul Mossmann for more than a year, Coley told the committee. A special meeting on the county’s housing plans will be held 5 p.m., Mar. 7, at 401 State Street in Hudson. Read the full story in the Register Star.

Rem Koolhaus, from Wikipedia.

Alexandra Peers in New York magazine is reporting that the architect Rem Koolhaus will design and construct artist Marina Abramovic’s Center for the Preservation of Performance Art in Hudson. Abramovic bought the former tennis building in Hudson at Columbia and 7th Sts. “The Serbian art superstar will seek to raise $8 million to pay for the project, she revealed Tuesday night to a group of art collectors at a panel at Manhattan’s tony Core Club, and the museum will be devoted to performance art pieces of ‘six hours minimum.’ Some of them will go on for days,” the story says. “Hudson, New York, and the surrounding region southeast of the Catskills, is already something of a serious art-world hangout, with several expat galleries in town.” Read the full story in New York magazine.

Jamie Larson reports in the Register Star the Hudson Valley Creamery is expected to begin distributing European goat cheese from a former cold story facility in Livingston later this month. At a special meeting Wed., Feb. 15, the Livingston Planning Board approved the Creamery’s site plan for the facility, located at 2986 Route 9. The product will be shipped in bulk from Europe to Columbia County, where workers will portion and repackage the cheese for nationwide distribution. William J. Kemble reported in the Daily Freeman the Red Hook and Germantown school districts are contemplating a study to determine if services can be shared. Consolidation is under consideration primarily for economic reasons, Red Hook Superintendent Paul Finch said at a recent Board of Education meeting. Finch said Red Hook was approached by Germantown Superintendent Patrick Gabriel and asked to join in a state Department of State consolidation grant application. Red Hook is also looking at exploring options with other districts, including Pine Plains and Rhinebeck. In 2009-10, Germantown reported a K-12 enrollment of 611 students, Red Hook’s enrollment during the same period was 2,231. Read the full story in the Daily Freeman.

The Albany Business Review reports that Hudson has the highest self-employment rate in the state and ranks 83rd nationally, with 9.96 percent of the town working population self-employed, according to a study funded by a company owned by the magazine’s parent company. In comparison, in Albany 5.5 percent of workers are self-employed, and Glens Falls has 8.75 percent to rank third in New York. Nationally the average is 6.5 percent. Hudson has a higher rate then San Francisco. The California city had the highest rate in the nation for cities with over 500,000 workers. The figures are as of 2010. Tom Casey reports in the Register Star the Hudson Common Council is considering how best to fund a proposed expansion of the senior addition to the city Youth Center. The center is located at Third and Union streets on the city’s south side. At its informal meeting, Mon., Feb. 13, the Council considered a proposal directing that money from the general fund be used to cover an estimated budget overrun of $130,000. Council President Don Moore said use of the general fund was preferable over other forms of financing if the project expansion is approved. The decision to expand the original plan and add a second floor to the new wing of the center will be made at the Council’s formal meeting, Tues., Feb. 21. Read the full story in the Register Star.

Jim Planck reports in the Register Star the Firemen’s Association of the State of New York has extended the Higher Education Learning Plan filing deadline for tuition reimbursement to Wed., Feb. 15. HELP is a FASNY-created incentive program intended to draw in new volunteer firefighters. Eligible community college students can qualify to receive full tuition reimbursement when they become a volunteer firefighter. A student must maintain a passing average and be an active volunteer while in school, and during a service period of one to four years following graduation. Premier Brands of America, a national store brands manufacturer, packager and marketer of health and beauty products, is coming to Hudson, according to a statement released by the Columbia County Industrial Development Agency, Mon., Feb. 13. The Mount Vernon-based company is expected to purchase and renovate the 70,000-sq.-foot building located at 128 N. 2nd Street, site of the former button factory. According to the IDA, “one of the factors that made the vacant building attractive is its proximity to an existing available workforce allowing city residents to walk to their site of employment.” Premier is expanding and is expected to hire at least 25 new employees in Hudson. “I am pleased that the city, county and IDA came together to work hard in getting a new business to an area where it is much needed,” said Patrick Grattan, Chairman of the county Board of Supervisors.

Lisa D. Connell writes in the current edition of the Chatham Courier that former Chatham Village Department of Public Works foreman Chris Sperl pleaded guilty Wed., Feb. 8, to one count of official misconduct, a misdemeanor. Sperl was arrested last month and charged with one felony and three misdemeanors following the alleged theft of diesel fuel using the village’s account at Main Care Fuel Company. Sperl, 45, was a village DPW employee for 23 years. He was represented by Hudson attorney Michael Howard. As a result of the guilty plea, Sperl paid $400 in restitution and a $500 fine. Audra Jornov reports in the Register Star about Didi Barrett’s campaign stop at Club Helsinki, Sunday, Feb. 12. The Dutchess County resident is the Democrat candidate in the March 20 special election to fill the New York State Assembly seat formerly held by Marcus Molinaro. Rich Wager is the Republican candidate, and also a Dutchess County resident. A major challenge: Many voters are unaware the special election is scheduled. Barrett told the crowd Saturday, this is “like a school budget election; the only people who will come out and vote are those who care enough….” Barrett’s priorities include a focus on economic development via mandate relief and aid to local farmers, job development, and relief from various unfunded mandates. The Jacket Copy blog of the Los Angeles Times is reporting that Hudson resident John Ashbery is one of eight recipients of the 2011 National Humanities Medal. Ashbery was chosen “for his contributions to American letters.” In a statement released Fri., Feb. 10, the White House said Ashbery, “…has changed how we read poetry and has influenced generations of poets.” The National Humanities Medals, and the National Medal of Arts will be presented by President Obama at the White House, Mon. National Weather Service forecasters predict that it may actually feel a bit like winter on the area’s three mountains this weekend. Catamount Ski in Columbia County has 28 trails and four lifts open with 16-36″ of snow. Windham Mountain has a snow base between 14″ and 44″ on 40 trails with six lifts open. Hunter Mountain has up to 18″ to 72″ of snow on 43 trails with six lifts.

WGXC’s Paul Smart talked with Hunter Mountain snowmaker Bruce Fansue Wed., Feb. 8 on the “Work” show on WGXC, about just how many people it takes to make all the snow on the mountain. Click here to here an excerpt of that interview.

Barbara Reina writes in the Register Star the Village of Kinderhook is in danger of losing $285,000 in newly awarded Community Development Block Grant funds intended for use on a new sewer project. Village Mayor Carol Weaver told Trustees Tuesday, Feb. 7, the Office of Community Renewal notified the village that before the grant agreement can be executed the village must provide additional information. It has 60 days to conduct an income survey and demonstrate that at least 51 percent of residents in the project area are people of low or moderate income. “If we don’t meet the income [requirement] we’re dead in the water,” Weaver told the Register Star. Weaver said if the grant money is lost, the responsibility for filling the funding gap will fall on the 35 property owners in the project area. Read the full story in the Register Star.

Tom Casey reports in the Register Star that mandated renovations to the Columbia County Courthouse are one step closer to being realized following a full meeting of the county Board of Supervisors, Wed., Feb. 8. The board unanimously approved a resolution “affirming the declaration that renovations would have no negative environmental impacts under the State Environmental Quality Review Act.” The search for bonding and construction bids will now commence. Board Chairman Pat Grattan (R-Kinderhook) pronounced the process “…90 percent complete.” In 1987, New York state mandated the building be renovated and brought into compliance with the federal American with Disabilities Act. Jim Planck writes in The Daily Mail about a report just released by Transmission Developers, Inc. of Albany, the developers of the Champlain Hudson Power Express, the 333-mile power line project proposed to run from Canada to the greater New York City area. The project is currently in the review process. CHPE will run both underground and underwater for its entire length, utilizing railroads rights-of-way where no water body is available, according to Planck. It is being designed to deliver 1,000 megawatts of hydro- and wind-produced electricity, and has been in the works for more than three years. If approved by the state Public Service Commission, the construction period could run from 2013-2016, bringing the work through the Columbia-Greene corridor in 2014 or 2015. The commissioned study, performed by Boston-based London Economics International, estimates the project has the potential to create anywhere from 300 to 600 construction jobs. Audra Jornov in the Register Star writes Christopher L. Anderson, 24, and Jeremy Bost, 22, of Ghent, and Joshua Spencer, 28, of Hudson, appeared in Columbia County Court, Tuesday. All three entered pleas of “not guilty” to four counts of first-degree burglary; Anderson and Bost pleaded “not guilty” to two counts of second-degree criminal possession of a weapon, in connection with a January incident in Chatham. Anderson is represented by David Seth Michaels, Bost by Ann Weaver and Spencer is represented by Steven Patterson. The charges arise from an alleged burglary at a private residence. Katrina Lewis, 19, and Shavanyce Q. Anthony-Lewis, 18, both of Hudson, were arrested and arraigned at the time of the incident, but District Attorney Paul Czajka said Tuesday, “they are not being indicted,” according to Jornov. A pretrial hearing is scheduled for June 8. Jury selection will begin June 11. Read the full story in the Register Star.

Lisa D. Connell writes in the Register Star that the state’s Office of Children and Family Services has awarded grant funding to two social service agencies in the area. Berkshire Farm Center and Services for Youth, based in Canaan, and Parsons Child and Family Center of Albany, will share a total of $14.4 million in grant funding made available by the state agency this year. Berkshire received $314,716, to support a family preservation programs to provide at-risk children and families the services and support needed to keep children in their own homes. Parsons received $400,000, as part of the state’s 2011-12 Temporary Assistance for Needy Families Prevention (TANF) and Post-Adoption Grants. Berkshire and Parsons were two of the 49 grantees selected from 106 applications submitted. Other regional recipients include: Catholic Charities of the Diocese of Albany and Northeast Parent and Child Society Inc. Read the full story in the Register Star.
